Legislative Yuan today (Feb. 25, 2020) passed the “Special regulations on the prevention, treatment, relief and revitalization of COVID-19” and the order was issued by the President at once.  The penalty clauses are regulated in article 12 to 16 and those directly related to the citizens are in article 12 to 15.  The Central Epidemics Command Center tries to simplified the contents into 4 graphics as follows (available in Chinese only).  Those who are interested in knowing the details of the penalty clauses, please refer to the following contents (available in Chinese only, please find your coordinator for quick translation): 

第 12 條   
對於經中央衛生主管機關公告之防疫器具、設備、藥品、醫療器材或其他物資，哄抬價格或無正當理由囤積而不應市銷售者，處五年以下有期徒刑，得併科新臺幣五百萬元以下罰金。前項之未遂犯罰之。

第 13 條   
罹患或疑似罹患嚴重特殊傳染性肺炎，不遵行各級衛生主管機關指示，而有傳染於他人之虞者，處二年以下有期徒刑、拘役或新臺幣二十萬元以上二百萬元以下罰金。

第 14 條   
散播有關嚴重特殊傳染性肺炎流行疫情之謠言或不實訊息，足生損害於公眾或他人者，處三年以下有期徒刑、拘役或科或併科新臺幣三百萬元以下罰金。

第 15 條   
違反各級衛生主管機關依傳染病防治法第四十八條第一項規定所為之隔離措施者，處新臺幣二十萬元以上一百萬元以下罰鍰。
違反各級衛生主管機關依傳染病防治法第五十八條第一項第四款規定所為
之檢疫措施者，處新臺幣十萬元以上一百萬元以下罰鍰。
