Presidential Decree: Revise Article 28-14 of the "Factory Management Counseling Act"; and amend Articles 31 and 39.

Articles 28-14 are new laws that mainly regulate the penalties for "failure to declare within the deadline" or "false declaration" of dangerous goods in factories.  Factories that use harmful and dangerous substances need to be extra careful. "The person in charge of the factory" (individual) is targeted for punishment under this revision of the law.
