The Ministry of Labor issued an order explaining the provisions of Article 46, Paragraph 1, Paragraph 8 to Paragraph 11 of the Foreigners Engaged in Employment Services Act, Article 9 and other provisions of the "Work Qualifications and Examination Standards", when employers apply for initial recruitment, introduction and employment of foreigners. When the calculation result of the number of people encounters a decimal point, the first digit after the decimal point should be greater than zero and rounded up unconditionally. The second digit after the decimal point should be rounded off and calculated as an integer, effective from July 9, 2024.

 

These regulations provide for the calculation of decimal points when calculating quotas in the "Examination Criteria".  The so-called "When there is a decimal point, the first digit after the decimal point should be greater than zero and an unconditional round shall be adopted.  The second digit after the decimal point shall be rounded off and calculated as an integer, and it shall take effect from that day on."  That is, when the first decimal point is zero , it is necessary to check the value "below the second decimal point" and adopt the rounding method.  Here are some examples:
1. Calculation result of the number of applicants: 12.0000, calculated as an integer, 12 applicants
2. Calculation result of the number of applicants: 12.0123. After the second digit is rounded off, it is regarded as 12.00.  Calculated as an integer, there are 12 applicants.
3. Calculation result of the number of applicants: 12.0351. After the second digit is rounded off, it is regarded as 12.04.  Can't round up to the second digit, no rounding, it is regarded as 12.0. The whole number is used for calculation. There are 12 applicants.
4. The calculation result of the number of applicants: 12.0451. After rounding off the second digit and below, it is regarded as 12.05.  Rounding up to 12.1, using integer calculation, there are 13 applicants.
5. Calculation result of the number of applicants: 12.0501. After the second digit is rounded off, it is regarded as 12.1.  Rounding up, it is regarded as 13.0. Calculation is based on integers. There are 13 applicants.

 

The official document informs that calculations need to be done to "up to the second decimal place", but does not specify how many decimal places should be calculated. Therefore, based on statistical calculation standards, four decimal places are used for calculations and examples.
