The Origin of Agency Service Quality Appraisal:

In 2003, the Ministry of Labor (formerly Executive Council Labor Committee) promoted the service quality of the human resources agency that is engaged in the employment of foreign workers. It conducted a trial evaluation on 2003 and the comprehensively appraisal all of human resources agencies started from 2004. From 2007, the appraisal was incorporated into the legal system and to ensure high performer shall exist and low-performer shall go away. The agency quality service appraisal system has been implemented for 17 years.
 

Goal of Appraisal:

In order to encourage private service agencies providers to focus on management and enhance the service quality and to understand the performance of service agencies so as to provide proper information for the employers to make better choice. Hence, since 2003, the government adopted the appraisal system to distinguish the service agencies with superior and the inferior quality.

Appraisal Indexes:

The appraisal system is now categorized into four categories.  This appraisal system has been upgraded and enhanced between 2003 and 2017 and from 2018 it has 4 major categories with 23 sub-items. Following next are the key categories included in the human service agency appraisal system :

Appraisal Category & Weightage (101 in total):
Category Index Weightage Description
Quality Management9 8 42% Performance of management matters such as contract signing and preservation, data filing and control, staff management, bilingual services and online documents procedures.
Violation Record 5 10% Violation record from 2019/1/1 to 2019/12/31 (violation of the relevant provisions of the Employment Service Law, each violation of 5 deductions for 5 to 10 points, maximum of 30 points, if there is no deduction, 10 points will be added.)
Customer Service 6 35% The agency provides performance on the service system and projects, complaints and exception cases handling and satisfaction surveys of employers and foreign workers.
Others 4 14% The agency's performance in the business suspension and reporting of suspension of business, airport service cooperation, employment service professionals , the agency's encouragement of unidentified foreign workers and comprehensive scores.

 

To further enhance the agnet's management quality and service standards, the indexes and weightage will be slightly adjusted from 2020 as follows: (1) Quality Management, 8 indexes, 42% (2) Violation Record, 5 indexes, 10% (3) Customer Service, 6 indexes, 35% (4) Others, 4 indexes, 14%.  Golden Brother will stick to the new rules and make all efforts to meet the highest standards.

 

Definition of Each Class
Class Appraisal Standard
A Appraisal result goes over 90.
B Appraisal result goes over 70 but less than 90.
C Appraisal result is under 70
